The invention aims to provide a high-precision installation method for a full-rotation device. The method comprises the following steps of positioning a steering oar base by an initial stay wire, temporarily fixing by matching with a T-shaped toggle plate, welding a joint of a cylinder and a ship bottom plate while fixing, welding, adjusting and fixing at the same time, performing fine stay wire on a base flange, and determining the plane milling amount. The base flange is cut on site through a portable movable plane milling machine according to the design requirement so that the requirements for the installation quality and the sealing reliability of the steering oar are met; and an existing construction method is abandoned, the method has the advantages of saving labor and effort, improving work efficiency and saving expensive transportation investment, installation procedures are reduced, shipbuilding cost is reduced, and the shipbuilding period is shortened. The method is applied to the technical field of steering oar device installation.
