The invention provides a cleaning device and a cleaning robot. The cleaning device comprises a rack which is provided with a recovery hole in a penetrating manner, a spraying assembly which is arranged on the rack, and a sealing assembly which comprises a flexible sealing cover and a brush both arranged on the rack. The brush is arranged on the periphery of the spraying assembly in a surrounding mode, and the flexible sealing cover is arranged on the periphery of the brush in a surrounding mode. The end, away from the rack, of the flexible sealing cover and the end, away from the rack, of the brush exceed the spraying assembly so as to be attached to the to-be-cleaned wall face. The cleaning robot comprises a robot body and a cleaning device. According to the technical scheme, the flexible sealing cover is arranged to be of a flexible structure, so that the flexible sealing cover has good wall surface adaptability; in addition, the brush can block water flow when the spraying assembly sprays water, and the attaching degree of the flexible sealing cover and the to-be-cleaned wall face is further guaranteed; thus, the cleaning device has good wall surface adaptive capacity, waste water can be better subjected to vacuum recovery operation through the recovery hole, and the recovery rate of the waste water is increased.
