During operation, the support is fixed to the platform, the sea fixing pin penetrates through the cable lifter and the support, the cable lifter and the support are jointly limited between the locking piece and the buckling piece, and therefore the cable lifter is prevented from colliding with the platform during wet dragging; the sea fixing pin is pulled out through the buckling piece, the locking piece is broken, the sea fixing pin is separated from the cable lifter and the cable lifter is released, then subsequent steps can be directly executed without manual work or underwater equipment entering water to release the cable lifter, the operation risk in the sea fixing releasing process is eliminated, and the platform offshore installation efficiency is improved while the safety is effectively improved.
