The invention discloses a vehicle power supply system and method and a vehicle. The vehicle power supply system comprises a plurality of battery packs, each battery pack comprises a plurality of single battery cells which are connected in series; the system further comprises a plurality of voltage control module, each voltage control module is connected with each battery pack in a one-to-one correspondence manner, each voltage control module converts the output voltage of the battery pack correspondingly connected with the voltage control module into a first target voltage, the input end of each voltage control module is connected with the output end of the corresponding battery pack, and the output ends of the voltage control modules are connected in parallel according to a preset demand to output a second target voltage. The system can ensure that all the battery cells serve as input sources of the voltage control modules, the consistency difference of the battery cells is avoided, a power battery is divided into a plurality of battery packs, each battery pack is connected with one voltage control module in series, all the voltage control modules are designed to be of a parallel output structure, the output power can be effectively improved, and various load power requirements are met.
