The invention provides a liquid loop circulation refrigerating system for a sealed cabin in a vacuum environment and a train, the system comprises a first heat exchanger, a first power unit, a second power unit, a second heat exchanger, a second medium storage tank, a third power unit and a flow regulating valve. The first heat exchanger comprises a first liquid medium, the first power unit is used for conveying air in the sealed cabin to the first heat exchanger, the second power unit is used for conveying cooled air to the sealed cabin, and the second heat exchanger is used for transferring heat of the first liquid medium to the second medium and conveying the cooled first liquid medium back to the first heat exchanger. The third power unit is used for conveying the first liquid medium carrying heat to the second heat exchanger, and the flow adjusting valve is used for adjusting the flow of the first liquid medium entering the second heat exchanger. By means of the technical scheme, the technical problem that in the prior art, heat dissipation cannot be conducted on the sealed cabin in the vacuum environment is solved.
