The device comprises a cylinder body (10), an end cover (20), a piston (30), an upper pressure spring (40), a lower pressure spring (50), a dynamic seal (60) and a damping material (70), the end cover (20) covers the upper end of the cylinder body (10), the piston (30) comprises a piston rod (31) and a piston head (32) connected with the piston rod, the piston rod penetrates through the end cover (20), the piston head (32) is arranged in the cylinder body (10), and the dynamic seal (60) is arranged on the piston head (32); two ends of the upper pressure spring (40) are correspondingly supported on the upper side surface of the piston head (32) and the inner side surface of the end cover (20), so that the upper pressure spring (40) is arranged in the cylinder body (10) in a pre-pressing state; two ends of the lower pressure spring (50) are correspondingly supported on the lower side surface of the piston head (32) and the bottom surface of the cylinder body (10); and the damping material (70) is filled in the inner space of the cylinder body (10).
