The system can transit from a two-dimensional traffic state to a three-dimensional traffic state, makes full use of low-altitude traffic resources, and gives play to the transportation and management efficiency of the whole traffic system to the maximum extent. In addition, the invention further provides a hovercar ground-air mode conversion and intelligent air traffic control system.
