The invention provides a low-temperature lithium ion battery alternating-current preheating method and system based on constant-current and constant-voltage charging and discharging. The method comprises the steps: determining a safety current threshold value and a battery voltage safety threshold value of a to-be-charged battery; alternately performing alternating-current preheating on the battery in a constant-current constant-voltage charging mode and a constant-current constant-voltage discharging mode, wherein in the constant-current and constant-voltage charging mode, the battery is charged according to the safety current threshold value of the battery to be charged, and when it is detected that the voltage of the battery end reaches the upper limit of the safety voltage threshold value, the constant-voltage safety voltage threshold value continues to be charged; and in the constant-current and constant-voltage discharge mode, the battery is discharged according to the safety current threshold value of the battery, and when it is detected that the voltage at the battery end reaches the lower limit of the safety voltage threshold value, the constant-voltage safety voltage threshold value upper limit continues to discharge. carrying out the preheating within a battery current and voltage safety threshold value, thereby reducing the damage to the battery; and carrying out the preheating according to the maximum value of the battery safety current, thereby improving the preheating efficiency.
