The invention provides a networked measurement and control system suitable for a stratospheric unmanned aerial vehicle. The networked measurement and control system comprises unmanned aerial vehicle nodes arranged in a stratospheric layer and a ground measurement and control vehicle. The ground measurement and control vehicle communicates with and measures and controls the unmanned aerial vehiclenode; a control plane module is deployed on the ground measurement and control vehicle; a data plane module is deployed on the unmanned aerial vehicle node; the control plane module is used for sensing network resources of the whole network to form a network resource pool, calculating network resource requirements based on the network resource pool according to the service transmission requirements of measurement and control, and giving resource scheduling commands to each unmanned aerial vehicle nodes of the stratospheric layer; the data plane module is used for reporting a network resource condition to the control plane module, receiving a resource scheduling strategy issued by the control plane module and executing the resource scheduling strategy; and the data plane module also provides information communication between the communication network and the measurement and control network, so that a measurement and control channel can receive and transmit data through the communicationchannel conveniently.
