The invention relates to a manned submersible deck transverse rail car mechanism. The mechanism comprises a transverse rail car body frame, a speed reducer, a motor, a hydraulic system and an electrical system, wherein the speed reducer, the motor, the hydraulic system and the electrical system are all installed on the transverse rail car body frame, and the electrical system is connected with thespeed reducer, the motor and the hydraulic system; the output end of the speed reducer is provided with a gear, and the gear is meshed with a rack of a transverse rail arranged on the deck face of the ship body. The invention has the advantages that: the submersible is longitudinally transferred in parallel to the ship body by adopting the transverse rail car, so that a large amount of manpower resources are saved, the cost is reduced, the comfort of personnel is improved, the anti-rolling and anti-tilting functions are realized, the reliability is high, the installability and maintainabilityare good, and the like.
