The invention relates to the technical field of electric power construction, and particularly relates to a well lid lifting device and method. The device comprises a support, a lifting rod and a control system, wherein the support comprises a vertical supporting rod and a horizontal connecting rod; the supporting rod is a hydraulic rod; an infrared distance meter is arranged on the connecting rod;a mover is further installed on the connecting rod; an electric push rod and the lifting rod are sequentially connected to the bottom of the mover; a blocking piece is connected to the bottom of thelifting rod through a rotator; and the control system comprises a supporting rod control module, a connecting rod control module, a lifting rod control module and an analysis module. The method comprises the steps that the device is moved to a well lid, the analysis module analyzes the result of the infrared distance meter and then sends a signal to a mover control submodule, an electric push rodcontrol submodule, a rotator control submodule and the supporting rod control module, and all the modules are matched with the control device to lift the well lid. By the adoption of the device and method, the well lid is lifted, the working efficiency can be greatly improved, and damage to the well lid is effectively reduced.
