The invention discloses a construction process suitable for low-power wind power construction and potential development in offshore areas, and relates to the technical field of offshore wind power equipment construction. The process comprises the following steps of uniting and initial assembly, onward transportation, positioning and supporting, self-jacking of a tower crane, hoisting construction,landing height, floating of a ship body and inbound transportation. According to the process, a non-attached self-raising tower crane which is small in occupied area, large in lifting height, light in dead-weight, convenient to disassemble and assemble and convenient to transport and a small and micro workboat which is light in dead-weight, shallow in draft and suitable for offshore area operation are combined into construction equipment which can give full play to respective advantages for operation; safe transportation, smooth hoisting and rapid wind sheltering and port returning of low-power wind power equipment in the offshore areas can be achieved, the low-power wind power construction and potential development in the offshore areas can be smoothly achieved, and the construction process has the advantages of being simple in structure, light in weight, low in cost, affordable, safe and reliable.
