The invention relates to the technical field of marine environment monitoring, and discloses a high-stability marine buoy which comprises a buoy body and an upper-layer support, the buoy body comprises a core buoyancy area and an anti-impact area, and the anti-impact area is arranged on the outer side of the periphery of the core buoyancy area. The upper layer support is arranged above the buoy body, the upper layer support comprises a penetrable support body, an instrument cabin and a buffer ring, the instrument cabin is arranged on the support body, and the buffer ring is arranged around theinstrument cabin. Through the penetrable support body arranged above the buoy body, the stress area of the support body is small when the support body bears stormy wave impact, and therefore the stormy wave resistance of the support body is high. By arranging the buffer ring arranged around the instrument cabin, instruments and equipment carried on the buoy can be effectively protected against collision, and therefore the overall stability and protection performance are greatly improved.
