The environment-friendly seabed mineral resource development device comprises a mining shed, a positive pressure retaining device, a water discharge filtration device, a mining vehicle, a shed laying vehicle, a foundation placingvehicle and a mining shed foundation, the shed laying vehicle takes the mining shed to a seabed mining area, the mining shed covers above the seabed mining area within the moving scope of the mining vehicle, the mining shed foundation and the seabed surface are fixed through the foundation placing vehicle, the edge of the mining shed is embedded into the mining shed foundation, a reserved hole isformed in the mining shed, and the positive pressure retaining device and the water discharging filtration device extend into the reserved hole. According to the environment-friendly seabed mineral resource development device, the zero emission of seabed mining operation is achieved, and the damage to surrounding seabed environment and ecology caused by seabed mineral resource mining is reduced.
