The invention discloses a hierarchical pre-charging loop control circuit and a control method. The hierarchical pre-charging loop control circuit comprises a chassis vehicle control unit (VCU), a chassis battery management controller (BMS), a top-mounted controller (VCU), a chassis pre-charging circuit and a top-mounted pre-charging circuit. The chassis pre-charging circuit is electrically connected to a main electric appliance system; the top-mounted pre-charging circuit is electrically connected to a top-mounted electric appliance system; the chassis vehicle control unit (VCU) is electrically connected to the chassis pre-charging circuit, the chassis pre-charging circuit is electrically connected to the chassis battery management controller (BMS), and the chassis battery management controller (BMS) is electrically connected to a power storage battery and the top-mounted controller (VCU); the chassis vehicle control unit VCU electrically controls the chassis battery management controller BMS so as to perform power-on and power-off control on the main electric appliance system; and the top-mounted controller VCU electrically controls the chassis battery management controller BMS sothat power-on and power-off of the top-mounted electric appliance system are controlled, and power supply of different driving motor systems is separately controlled.
