The rocket substage landing recovery system comprises: a controllable propulsion deceleration system which is arranged on a rocket substage and is provided with a controllable propulsion engine for controlling the rocket substage to decelerate; a parachute system which comprises a parachute arranged in the interstage section of the rocket substage; a control system which is used for controlling the flight and attitude of the rocket substage; grid wings which are arranged on the rocket substages and are controlled by the control system; and a landing receiving system which is provided with a mobile landing platform used for receiving the rocket substages, wherein the mobile landing platform is provided with a landing buffer mechanism. According to the rocket substage landing recovery system, when the rocket substage cannot accurately land on the fixed landing platform, the rocket substage is controlled to be matched with the landing receiving system, and the rocket substage stably lands on the landing buffer mechanism.
