The device comprises a working cabin, a refrigeration module is installed in the working cabin, and a heat dissipation module is installed outside the working cabin; the refrigeration module structurally comprises an inner machine shell, the inner machine shell is fixed to the inner wall face in the working cabin, an inner radiator is installed in the inner machine shell, and a plurality of air feeders are installed at the bottom of the inner radiator; the heat dissipation module comprises a cold guide plate fixed on the outer wall surface of a working cabin, a plurality of semiconductor chilling plates are mounted on the upper surface of the cold guide plate at intervals, an outer radiator is fixed on the upper surface, heat insulation layers are arranged on the upper surface of the cold guide plate and at the gap of each semiconductor chilling plate; and a sealing shell is installedoutside the heat insulation layer, the semiconductor chilling plates and the outer radiator are surrounded by the sealing shell, a driving controller is further installed inside the sealing shell, thesealing shell is filled with heat conduction oil, a compensation hole is formed in the top of the sealing shell, and a compensator is installed at the compensation hole.
