The invention discloses a ubiquitous scheduling control architecture and method for novel aggregated resources. The ubiquitous scheduling control architecture comprises a scheduling control system, anubiquitous regulation and control platform, a state grid aggregator operation platform and a third-party aggregator operation platform. The scheduling control system creates a day-ahead (intra-day) plan and an automatic generation control (AGC) model for the novel aggregation resources, and periodically sends an AGC total instruction to the ubiquitous regulation and control platform. And the ubiquitous regulation and control platform is used for issuing an AGC total instruction to the state grid aggregator operation platform and the third-party aggregator operation platform. And the state grid aggregator operation platform and the third-party aggregator operation platform are used for decomposing the AGC total instruction and issuing the AGC total instruction to the load user to adjust the terminal power. According to the embodiment of the invention, a ubiquitous scheduling control architecture meeting safety protection requirements is established, various novel aggregation resourcessuch as electric vehicles, distributed storage, intelligent building air conditioners, electric heating and virtual power plants can be brought into a scheduling control object range, and a ubiquitousscheduling control mode of source network load storage multi-element coordination is created.
