The invention provides a flywheel brake device and a flywheel battery, belonging to the technical field of flywheel batteries. The flywheel brake device comprises a support seat, a stopping disc and an abutting disc, wherein a first guide structure is arranged on the surface, facing the stopping disc, of the abutting disc; a second guide structure is arranged on the surface, facing the abutting disc, of the stopping disc; the first guide structure and the second guide structure enable the abutting disc to move towards the side away from the stopping disc; and a rough structure is arranged on the surface, facing the stopping disc, of the support base. The flywheel brake device further comprises a locking mechanism, wherein the locking mechanism is used for locking the abutting disc in a non-braking state during locking. The flywheel brake device also comprises a driving mechanism, wherein the driving mechanism is used for pushing the abutting disc in the direction away from the stoppingdisc so as to allow the abutting disc to be in a braking state, and when the abutting disc is in the braking state, the abutting disc abuts against a flywheel rotor.
