The invention discloses a traffic dispersion method formulated based on traffic flow assignment distribution difference, and belongs to the technical field of urban traffic management. The traffic dispersion method is a traffic dispersion method in view of the non-emergency traffic state. According to the method, road impedance function scaling factors are determined according to the actual traffic conditions of urban roads and the congestion conditions of each road segment, a road impedance function is established, user flow assignment is quantified to the scaling factors of the road impedance function, and calculation of the scaling factors is performed based on system flow assignment distribution with optimal dynamic system and optimal dynamic users; difference of flow assignment results is compared, and minimum difference is obtained through the specific value of every two flow assignment results; and the scaling factors of each road segment are updated until an optimization objective is achieved or no scaling factors of the road segments require to be optimized and adjusted, user flow assignment is inducted to be dispersed to the optimal system situation of traffic decision makers, stable operation capacity of the system is enhanced and the objective of optimal traffic dispersion is realized.
