The invention relates to an urban special region sparse distribution-type traffic guidance O2O (Online to Offline) warning device and a working method. The device comprises a control center, and an APP user end and an indication unit connected with the control center respectively, wherein the control center acquires traffic information in real time and processes and analyzes traffic conditions in real time; road conditions are released via the APP user end and the indication unit; and a driving route of the vehicle is adjusted. Road traffic diversion is realized, happening of traffic jam is avoided, the stopping time on the road by the vehicle is reduced, balanced distribution of a road network traffic flow is realized, the road passing efficiency is improved, and traffic travelling becomes convenient and quick.
