The invention discloses a wind tower lifter chain suspension traction and safety device. A chain is fixedly suspended on the top of a cat ladder, passes downward through a lifter box, hangs on an upper chain wheel which can move up and down, then bypasses a drive chain wheel, hangs on a lower chain wheel, extents out from the lifter box, and is locked at the lowermost end of the cat ladder. The two ends of the upper chain wheel are arranged in a strip-type groove of the upper part of a chain wheel rack in a moving manner, are tensioned downward by two tension springs; if the chain is suddenly broke during the operation of a lifter, the upper chain wheel is pulled downward rapidly by the two tension spring, so that a frizzen of safety pins hits on a locked arm of the safety pins, and a positioning arm of the safety pins withstanded by the locked arm of the safety pins is released. The two safe pins of the lifter are pulled to extend out of the lifter box by the two tension springs of the safety pins at the same time due to the absent restraint of a driving lever of the two safety pins which are coaxial with the positioning arm of the safety pins, and are padlocked on a horizontal pipe of the cat ladder.
