The invention discloses a method for controlling a hybrid electric vehicle. The method comprises following steps of starting a heating device for pre-heating an engine on the premise that a key switch is in the on position and the pre-heating condition of the engine is satisfied; starting a driving motor and controlling the driving motor to rotate at the first rotation speed less than oil-injection rotation speed of the engine such that the driving motor reversely drags the engine to rotate at low speed; and increasing rotation speed of the driving motor in order to drive the engine to be in oil-injection state on the premise that the pre-heating end condition is satisfied and the key switch is in the starting position such that the engine is started. Based on the method for controlling the hybrid electric vehicle disclosed by the invention, combustion oil in an air cylinder can be completely burned when the engine is started so that oil saving rate of the overall vehicle is increased and exhaust gas emission is reduced. Additionally, the method helps to avoid incapability of starting the engine at the low-temperature environment and over-discharging of a storage battery. The invention further discloses a device for controlling the hybrid electric vehicle.
