The invention relates to a passenger car passive safety control system and a control method. The passenger car passive safety control system comprises a first airbag mechanism, a first signal collector, a second airbag mechanism, a second signal collector and a speed sensor, wherein the first airbag mechanism and the first signal collector are arranged at the front bumper part of a car; the second airbag mechanism and the second signal collector are arranged at the back bumper part of the car; the speed sensor is connected with a CAN (Controller Area Network) bus of the car; the first signal collector, the second signal collector and the speed sensor are connected with an input unit of a central processing unit; and an output unit of the central processing unit is connected with the first airbag mechanism and the second airbag mechanism. According to the technical scheme, the passenger car passive safety control system has the advantages that the first airbag mechanism is arranged at the front bumper part, and the second airbag mechanism is arranged at the back bumper part; under emergency conditions, the central processing unit makes judgment according to data sent back by the first signal collector and the second signal collector, and gives out instructions; and the impact force in the impact process is reduced through popping up airbags of the first and second airbag mechanisms, so that the goal of lightening accident injuries is achieved.
