The invention provides an on-line anti-fouling ship ballast water treatment system which comprises a ballast water main pipeline, a ballast water branch pipeline, a chemicals feeding pipeline, a filter, an electrolysis unit and a chemicals feeding pump, wherein the filter is positioned on the ballast water main pipeline, the electrolysis unit is positioned on the ballast water branch pipeline, the chemicals feeding pump is positioned on the chemicals feeding pipeline, part of seawater of the ship ballast water treatment system is introduced and filtered by the filter and then flows to the ballast water branch pipeline and the electrolysis unit, the part of the seawater which is electrolyzed by the electrolysis unit is reinjected to the filter through the chemicals feeding pump and the chemicals feeding pipeline after a ballast process is completed, and the part of the seawater is kept in the filter for a certain time. According to the on-line anti-fouling ship ballast water treatment system, after the ballast process is completed, a TRO solution obtained by electrolysis treatment of the seawater is reinjected to the filter and is kept in the filter until the next ballast process is started, so that the growth and propagation of marine organisms in the filter can be inhibited by sodium hypochlorite contained in the TRO solution when a ballast pump stops operating. In addition, the invention further provides an on-line anti-fouling ship ballast water treatment method.
