The invention discloses a steel cylinder cart capable of being used on stairs and flat ground. The steel cylinder cart comprises wheels and a vehicle frame, wherein the wheels are fixed to the vehicle frame through a wheel fixing frame; the wheel fixing frame is formed by connecting three shafts with equal length; one ends of the three shafts are intersected at M point; the other ends of the three shafts fall onto a circle which takes the M point as the circle center and the shaft length as the radius; the included angle between every two adjacent shafts is 120 degrees; each shaft end which is not intersected is fixed to one wheel; a rolling vehicle shaft sleeves the M point of the wheel fixing frame and is fixed to the vehicle frame. The steel cylinder cart has the advantages of reasonable design and capability of being used for conveying steel cylinders or other articles upstairs/downstairs and on a platform.
