The present invention is equipped with a location detection unit (11), a regenerative-state detection unit (13) for detecting a state in which a regenerative brake is being used, a route-information storage unit (14) for storing information about an interval in which there is a strong possibility of brake use, a remaining-air calculation unit (15) for calculating the remaining air in an air tank, and a compressor control unit (12) for controlling a compressor. Therein, the compressor control unit (12): starts creating compressed air in the compressor when the remaining air level hits 0%, while traveling past a point from which the distance to the interval in which there is a high probably of brake use is a fixed value or less, and in a regenerative-preparation state in which the regenerative brake is not being used; creates compressed air in the compressor when the remaining air is less than 100%, while in a regenerative state in which the regenerative brake is being used; and starts creating compressed air in the compressor when the remaining air level reaches a first threshold higher than 0%, and stops creating compressed air when the remaining air reaches a second threshold higher than the first threshold but lower than 100%, while in a normal state.
