A portable vacuum spill apparatus including a container having a cavity in fluid communication with a release valve, a fluid inlet, a fluid outlet sealed by a check valve, and a vacuum port, the release valve coupled to a float translatably mounted within the cavity. In use, fluid is collected in the cavity through a hose connected to the fluid inlet until the fluid in the cavity reaches a high-water point within the cavity, at which point the release valve is actuated by the float, thereby opening the container to the atmosphere and opening the check valve to release the fluid through the fluid outlet. Once the fluid is released, the check valve on the fluid outlet and the release valve close, allowing the fill-and-drain cycle to continue. In another aspect, a portable skimming device adapted to float in water using air-filled channels is provided.
