Upon receipt of a travel permission request in a standby segment of a first unmanned vehicle that is stopped in the standby segment, a departure time difference is calculated on the basis of a deceleration start position arrival time for the first unmanned vehicle and a loading segment release position arrival time from when a second unmanned vehicle positioned in a loading segment receives a loading completion notification to when the second unmanned vehicle arrives outside of the loading segment, the departure time difference being a difference in time by which the second unmanned vehicle will arrive outside of the loading segment before the first unmanned vehicle arrives at a deceleration start position. The departure time of the first unmanned vehicle is calculated on the basis of the departure time difference and the time at which the loading completion notification is received. Permission to travel in the standby segment is outputted to the first unmanned vehicle after the departure time has passed. This makes it possible to reduce the time required for replacing an unmanned vehicle at a loading position and to improve productivity.
