Abstract The second largest revolution in global automotive manufacturing is currently under way: the race to develop environmentally clean, cost-effective, yet user-friendly automobiles. Despite being the world's largest automobile producer, the United States is currently not ranked within the top 10 countries in the development of alternativefueled vehicles worldwide. Bold government decisions and a unified industrial strategy seem to be the key components of success as demonstrated by Brazil, the EC countries, New Zealand, Japan and Canada. This essay stems from an article that was first published in-house by the U.S. International Trade Commission in July 1993.
