Concludes that aviation has as yet little effect upon value of a situation for a base, but with possible increase in aerial transportation or increase in radius of military aircraft, value of certain bases will be increased; aviation, through aerial bombing, provides means of attacking artificial resources and vessels within a base, which cannot be countered by other than aviation forces augmented by anti-aircraft batteries; against landing operations and surprise attack, aviation has added to effectiveness of defense.
