Techniques are suggested for using delay prediction for runway operations to enable economic analysis of specific airport designs; new mathematical models covering delays under preemptive priority type operations are used with available queuing models to determine more accurately optimum runway capacity and minimum spacing of aircraft to runway; analysis is applied to Osaka International Airport, considering jet, heavy, medium (8000 to 36,000 lb), and light weight aircraft.
