Plans for regularizing vehicular movement along Embarcadero offered with thought that it will be of great interest to Seattle; congestion here is not as acute as in San Francisco, but in not distant future definite and comprehensive plan will be adopted; construction of seawall, elimination of unnecessary hazards, improvement of Railroad Avenue, routing and regularizing of traffic are phases of general problem.
