Based on the analysis and synthesis of domestic and foreign experience, a general conceptual approach to the creation of new civil aircraft has been developed. A particular case of this approach is the concept of designing and manufacturing aggregates of polymer composite materials. The concept includes a classifier of technological processes for manufacturing composite aggregates and a complex criterion of their effectiveness. The classifier is based on the comparison of the technological parameters (characteristics) required for the project implementation in the conditions of the modern domestic production complex. The system of conceptual assessment of the effectiveness of technological support of the project implementation allows comparing the number and completeness of particular criteria with the goals and objectives of the analysis.
