The analysis of the existing toolkit of expert evaluation of the prospects of innovative projects and technologies allowed to  conclude that for its application it is necessary to refine this tool based on taking into account the specifics of innovative  products. The main objective of the development of this tool, unresolved to the full extent up to the present, is development  of the hierarchical system of integral, local and particular criteria for the integrated assessment of innovation project and  technology. The fixed ranges for particular parameters normalization, rating estimations and weighting coefficients for the  local indexes of expert estimation of innovation projects and technologies are proposed. The developed toolkit allows you  on the phase of investment planning to realize the well-grounded selection of the most promising innovative projects and  technologies for execution. Its practical implementation will increase the efficiency of the process of creating innovative  products.
