Air diplomacy is a special branch of military diplomacy, and as such, it is an instrument of the foreign policy of a country. Besides coercion, it can be addressed in terms of cooperation, therefore exploiting all the elements of air power, including airmen, acting as instructors and consultants, and the aeronautical industry, within a frame of international cooperation. The Regia Aeronautica was an active player in this Grand Game, supporting national aeronautical industry in a constant export effort that capitalized the Great War experience and the international triumphs obtained by Italian aviators in raids and records. The target of this lasting effort were mainly those countries that were struggling to build their own air capability. Cooperation agreements were signed with many of them, training missions were despatched all over the world, and contracts were obtained to procure modern Italian aircraft. From the economical point of view the results were quite satisfactory, due also to an effective marketing and a government financing policy intended to support the involved companies, but became more and more disappointing when the industry was no longer capable to provide state of the arts products. In 1940 there were still commercial contacts with France and Great Britain, but these were very likely part of a scheme intended to prevent Italy from entering the war alongside Germany. Furthermore, the tense international climate of the late Thirties undermined most efforts of military cooperation, as it happened in China, surely a lost chance for Italian foreign policy, and Italian industry.
