Object and purpose of research. This paper discusses State Armament Program as a key mid-term planning document for Russian army and navy, as well as relevant challenges in military and technical policy implementation in terms of inducting new armaments, equipment and special tools to Russian Navy inventory. Materials and methods. This paper highlights the key role of the navy in national military security, which must be taken into account in the prioritization of funding allocations between different armed services. The author’s position is based on his personal experience as Navy Commander-in-Chief, scientifically justified and time-proven maxims of Admiral Gorshkov, Soviet Navy CINC, foreign experience of deploying naval task forces in modern conflicts, as well as on the requirements to the navy stipulated in Russian strategic planning documents. научно обоснованные и проверенные временем постулаты главнокомандующего ВМФ. Main results. The paper describes main conditions needed to implement Russian Shipbuilding Program to the year 2050 approved by the President of the Russian Federation in 2014 and intended to smoothen delivery schedules of Russian naval ships and auxiliary vessels. Conclusion. The measures intended to improve the planning quality of national armament program must ensure that the year 2030 will see the accomplishment of the tasks required by the Shipbuilding Program to the year 2050, a fundamental document in development of Russian armament programs, as well as pave the way to the implementation of main mid- and long-term priorities in shipbuilding and development of the Russian Navy.
