Trigger Point Model is applied in construction projects management of highway network in order to ascertain best starting time of highway network construction projects. In this paper, the fundamental of Trigger Point Model, feasibility and significance of its application in construction projects management of highway network are analyzed; Trigger Point Model of highway network construction projects management is established with selecting variables of the model and solving the model. Then its application conditions and scope are discussed; the model is demonstrated with an example of highway network planning and construction projects of a certain region; finally limits and future studies of the model are discussed.
