Accompanied with the development of the economy of China, the tense situation of urban traffic is deteriorated. The jammed traffic network increased year by year; the road order is deteriorated and the traffic accident incidence is high. But the traffic management of our country is undeveloped, advanced system about modern traffic controlling and safety management, accident analysis, urgent accidents disposing and succor is seriously needed. Nowadays most urban road traffic management is on the phase of human management. Most statistic data can not be used fully in analysis and prediction, dynamic scheduling, real-time monitoring. Building traffic safety management and rescue system based on 3S technology (GPS, GPRS, GIS), it can integrate the data about terrain data, road data, traffic facility data and accident data. Then relevant sub-traffic management system can be built including: l)traffic accidents statistics; 2) Traffic accidents processing system; 3) traffic accidents analysis system; 4) traffic accidents rescue system. Through this system, it can provide direct inquiry and statistics interface for accidents prediction and rescue and it can provide instructions for traffic controlling. Exploring and accomplishing road traffic safety and rescue system based on 3S technology, it can possibly provide effective instruction platform for traffic instruction department.
