This paper outlines the organization and functions of the proposed United States Space Development Bank. The bank is proposed as a solution to the shortfall of venture capital for the Reusable Launch Vehicle (RLV) industry. There is a serious discontinuity or gap in financing that the industry faces. The proposed bank would provide a method of bridging this gap while still allowing the market to select winners and losers.
