Pierce County Terminal (PCT) represents the Port of Tacoma.s (Port) next major intermodal container terminal. The terminal was originally developed in the 1970.s for general and RO/RO cargoes. In 2002, the Port entered into a long term agreement to lease the terminal to Evergreen Marine. The Port will develop 71 hectares (173 acres) in the first phase, with future expansion potential of 11 hectares (27 acres).Advantages of the terminal site include: 1) It is located adjacent to a waterway that can be improved to a draft of –15.5 meters (.51 feet) mllw. 2) The site can accommodate two post-panamax berths initially, with a third in the future. 3) It is adjacent to a rail yard that can be expanded to provide both loading and storage tracks for an efficient on-dock intermodal facility. 4) A majority of the site is graded and paved for general cargo, and therefore, readily modified for containers. 5) The site is served by utilities including potable, power and natural gas. 6) The local electrical utility has major power transmission and distribution facilities adjacent to the terminal. Challenges to developing the site include: 1) Hard boundaries that limit access and/or expansion on all four sides. 2) Maximizing the utilization of the existing infrastructure, including pavements, structures and utilities, to achieve the project cost goals. 3) The aggressive schedule and cost goals of the project dictated an integrated and comprehensive planning and design program involving a cohesive team effort.
