This paper is aimed to evaluate and identify the macro-performance of China railway transportation in the past 12 years. Based on the collected data of railway transportation, this paper puts forward a combinatorial algorithm model. This algorithm gives priority to the DEA model. For solving the overloading problem in complex information system, the Rough Set theory can obtain the regulation of the complex DUM in me DEA model. Then the DEA model can evaluate the relative performance of China railway transportation without the restriction of the data dimension. Finally, the benchmarking is used to improve the relative performance. This process identifies the macro-performance of China railway transportation, which is compared with report issuing by the ministry of rail. This paper also affirms the rationality and feasibility of the combinatorial DEA algorithm model.
