The inner horizontal surface is mainly used to protect the space for a visual circling approach. The radius and height of the inner horizontal surface is described in The Convention on International Civil Aviation Annex 14-Aerodromes and Airport Services Manual Part 6: Control of Obstacles. However, they could not guarantee the space specified by another criterion, Procedures for air Navigation Services: Aircraft Operations. Vol. II, Construction of Visual and Instrument Flight Procedures (ICAO Doc. 8168-OPS/611). Urban construction was also restricted. This paper focuses on this problem and a method is given to consummate the obstacle limitation requirements of the airport.
