Taking no-signal controlled arterial roads with a lower grade as an object of study, the traffic simulation software TSIS is selected to model and explore the effects of different access densities of minor roads on flow speed and its fluctuation. Based on the model in this paper, the inner relationship between access density and speed variance under specific conditions is achieved. The speed presents little fluctuation with no minor road, but the variance increases sharply to the highest when the arterial road is joined with a single access. As the number of minor roads further rises, the speed variance gradually descends to a low point. Because of the close correlation between speed variance and traffic accidents, it may help traffic planners and road designers to improve the traffic safety.
