The traffic jam while crossing the river is the main obstacle in transportation development of riverside cities. Two- river and Three-area of Wuhan City is taken as the subject of study in this paper. The traffic flow of crossing river in the future is reasonably predicted by using gravity model which is comprehensive considering the influence of the traffic flow while crossing river, economic factors and population in each of the areas. The urban traffic development planning is considered and the traffic supply of Wuhan City in the future is confirmed. According to the cross-river traffic problem, the traffic supply and demand coupling is analyzed on the capacity, structure and function of road. From the perspective of traffic demand management, the countermeasures on traffic mode structure optimization and function construction of two-river and three-area of Wuhan City are proposed.
