The idea of using people movers as a "must ride" part of an airport began with the concept of Tampa International Airport in the late 60s and early 70s. Tampa's airport automated people mover opened in 1971. This paper will discuss (1) the idea of using a people mover to achieve "easy come easy go" to connect people and goods between ground transportation and air transportation; (2) the evolution of the design concepts for Tampa International Airport, Orlando International Airport and Denver International Airport and how the use of people movers shaped each airport not only in its initial development but also through the years of its expansion; (3) the management approaches used for each airport people mover in both design and construction. For Tampa, the approach was called "Technical Management." For Orlando, it was single designer, construction manager and project coordinator and for Denver, it was program manager, multiple designers and contractors; (4) how each airport dealt with an uncertain future of 40 or more years from initial concept through succeeding design and construction periods; and (5) approaches to using a people mover to achieve the two goals of protecting both the airport and aircraft from the destructive intentions of the self-destroying terrorist.
