When passenger flow distribution in time-space is not homogeneous, it easily causes too high or too low loading operation at some road segments, which will seriously affect the bus company benefits and the service level. So, the change of passenger flow and spatial average loading ratio should both be considered in a model. Under the optimization strategy of different optimal objectives for different routes and different time intervals, a bus stop is selected as key location for coordination and an average departure interval model is established with the goal of maximal comprehensive benefit of the bus network. It can balance the service level at all bus stops and improve the bus company benefit. On the other hand, the optimization strategy of this model depends on time-varying characteristics of passenger flow, which can satisfy the requirement of intelligent dispatching.
