With the rapid development of domestic high-speed rails, Chinese existing railway charging system is failing to meet the requirements of railway management department on real name management, and can't satisfy passengers' travelling need, either. This thesis proposes using IC card which has display function as a purchase tickets vouchers instead of paper tickets. First, IC card stores passengers' concerned information, such as the card number, account message, etc. after that, the system acquires passengers' physical characteristics information again and will be compared with original information when they are abroad, and assigns seat number while reading the card number, recording starting station, then marks passengers' real-name travelling. Once passengers get off, the system reads card number again, abolishes the previously-assigned seat numbers and records the destination. Finally, the system calculate travel costs and deduct expense from IC card user account automatically, with accord to the IC number of arrival and Starting station and end station. The paper designs the overall structure of charging system, every module function and technology method. Based on B/S mode, the paper also exams the related module functions and verifies the charging system's convenience and feasibility.
