The Tampa Port Authority required additional dredge spoil capacity for maintenance dredging in more than 64 km (40 miles) of navigable channel, berths and anticipated new dredging events. Because of the difficulties in permitting new dredge spoil areas, the Port Authority decided to increase the capacity of the existing Dredge Spoil Island 2D located in Hillsborough Bay. The height of the levees was to be raised, and the operation of the area was to be improved by adding a spillway system common in mining operations but unique to dredge spoil islands. In addition, accommodations were made to include construction of nesting area protection for the American Oyster Catcher known to nest on the island.
