Broward County, in its 2020 Vision Plan, outlined a framework for future development at Fort Lauderdale-Hollywood International Airport, Port Everglades and elements that would promote regional transportation/transit improvements. The key elements of the 2020 Vision Plan are the Automated People Mover (APM) and an Intermodal Center (IMC). The APM is planned to transport passengers within and between the Fort Lauderdale-Hollywood International Airport and Port Everglades, with connections to regional transportation modes at the IMC. The APM would improve the level of service to passengers and relieve traffic congestion on the airport and seaport roadways and at terminal curbs. System length is approximately 5 miles (dual lane) of mainline guideway and between 8 to 10 passenger stations and project capital cost is approximately $1.3 billion. This paper addresses the feasibility approach applied to the technical and financial aspects of the project for consideration by Broward County in making appropriate policy decisions related to further advancement of the project. The feasibility study included concept level technical evaluation of alternatives to identify any "fatal flaws" that may prevent that alternative from moving forward for further evaluation in the Project Development & Environmental (PD&E) Phase of the project and a financial feasibility analysis of the viable alternatives, including identification of revenue streams, potential needs based phasing of the project and avenues for reducing the project's reliance on internal revenue streams by obtaining external funding. Coordination with regional transportation partners was crucial on regional transportation and intermodal aspects of the project.
